In accordance with the Regulation on the Principles of Promotion and Title Change of Personnel of Municipalities, Affiliated Bodies, and Local Administrative Unions, and the letter of the Republic of Türkiye Ministry of Environment, Urbanisation and Climate Change, General Directorate of Local Authorities, dated 25.12.2025 and numbered 1436416, it has been deemed appropriate to hold a Promotion and Title Change Exam in 2026 for our personnel subject to Civil Servants Law No. 657. For the titles listed in Annex-1, which shows the positions for which exams will be opened, applications from those wishing to participate in the exam will close at the end of working hours on 01.02.2026. Applications made after this date will not be taken into consideration. Applications must be made in person to the Directorate of Clerical Affairs by completing the "Promotion Exam Application Form".
      Detailed information regarding the promotion and title change exam for municipal personnel—including the exam schedule to be determined in coordination with the administering institution, the online application process via the designated website, exam participation fees, exam centers, exam methodology, the scoring system, the number of questions, the exam date, the announcement of results, and procedures for accessing questions and filing appeals—will be announced separately.        

REQUIREMENTS FOR THE PROMOTION AND TITLE CHANGE EXAMINATION

1- Personnel who meet the qualifications required for the announced vacant positions as of the final day of the application period may apply in writing for only one of the positions with different titles for which they meet the application requirements.
2- Candidates to be appointed through promotion and title change must successfully pass both the written and oral examinations.
3- Personnel who are currently on leave granted in accordance with the relevant legislation, including those on unpaid leave, are also eligible to apply and participate in the examination.
